Miss Chups McGuffin.

Miss Chups McGuffin is a fairy of Steampunk and has power over clock work devices, primitive firearms, Victorian fashion and all things steam powered. She claims to be sent to Void City by the Queen of steam fairies, Queen Steamtoria, to guide the world back to era of steam. She does everything with a great passion and zeal, never losing either her stiff upper lip or her upper class accent, sometimes making up long words to sound more intelligent. Through in reality, she's little more than an arsonist and a thief, going about things in a rather blunt and somewhat dim manner.

Strengths: Miss Chups is a bizarre clock work wonder and with the power of her wand, Lord Puff, she's able to turn parts of herself into whatever she needs at the time, guns, cannons, steam powered helicopters, tea sets, anything that could fall under Steampunk genre. She can even turn other bits of technology into a steampunk version of itself.

Weakness: Other than all of her technology being out of date by at least 100 years, Miss Chups is bond to follow the steam fairy code. High in that list is that they must never harm an orphan. Miss Chups has been known to be moved to tears by learning her poor orphaned foe's fate. Another major rule is that she must always surrender if asked to do so in Queen Steamtoria's name, because, with all her faults, she loves her Queen. Other rules include 'never using modern technology' and 'never acting in a way befitting a lady.' Doing either of which gets a disapproving huff from Lord Puff, who may just strip her of her powers if her antics get too out of hand.
