Bill is much more intelligent than he appears. He has the IQ of the average teenager, and the personality of a 12-year-old boy. While physically mature (don't worry, he's not going to get any taller), Bill is quite naive and inexperienced, especially where it comes to other people. His only social interactions were with Jim (unless you count all the times Ma yelled at him to "git away you dag gum vermint!"), so he doesn't catch on to social cues, sarcasm, or veiled threats very well. He's curious about the world, and always hungry, although he doesn't have much in the way of instincts to feed himself.
All Bill really wants is a place to belong. Having lost his only friend, Bill is now on his own to figure out who he is, who will be his friend, and who will give him his next meal.
UPDATE: After being "not kidnapped" by Louise and her spiderkids, Bill became a shining example of Stockholm Syndrome and is now a sort of nanny and protector to Louise's children. He is fiercely protective of the children, and will go full Momma Bear if they're threatened.
