VPD Cops
These guys arent to smart and have serious anger issues, they are restricted to thier pistol, have average strength and only vehicle authorization are VPD patrol cars.

VPD Foot Division
The Foot Division are free runners, and chase a culprit down on foot. They chase in formations usually like 8 of them. They are extremly brilliant but arent as brutal as the VPD Cops but they are highly trained in martial arts and have authorization to VPD motorcycles and VPD patrol cars. They have poor marksmanship.

VPD Enforcers
Enforcers are the military division, they are authorized to all vehicles (tanks, choppers, anything that moves) and can use all weapons. They have moderate fighting skills (more than cops) and strength. Not as smart as FD, but they got guns.
