My overall impression is that you're not giving the actions that need attention the panel space they need. Generally, you want to save bigger panels for impressive or important moments, like the mouth lazer blast or the hood of the cop car being ripped off (to emphasize the extreme strength). Take a look at almost any shonnen manga or big superhero comic. The moneyshots are almost always given prominence on the page. I would also recommend that if you take some time to look up some tutorials of comic lettering. These balloons are servicable, but the placement of the text in them is often too wide. Something to work on.
Other than that, I'm looking forward to seeing what you do with these characters once you start battling! I might even want to take a shot at them...

Damn these two are BRUTAL, and have a great dynamic. I can't wait to see them get into some real fights, it's sure to be awesome.
Everything looks great too. I really enjoy the colors you used for the setting, they're very nice despite all the death and destruction!

don't let yourself get backed into a corner if you find that you're gonna need another shade or two: in page 1 panel 4, the dumpster looks good on one side but extremely flat on the other, don't forget shadows inside the dumpster and on the back panel to keep it looking 3d with the lighting the way everything else it. Be careful with your gutter space: in page 4, you can see your sketch lines in them!

- If you're going for a minimal palate, make sure there's enough distinction between your environment/objects
- As Bent said, save your big panels for interesting/action moments in your comic
