Personality: Rhu-Let is dramatic and a tad egotistical with a game-show-host persona. He is, despite his showboating, a tad insecure. He enjoys helping people, but his help can come with consequences as luck is a fickle thing, and in the end the house always wins.
Abilities:
Can make various objects (generally simple props: notepads, signs, magnifying glasses etc. Never weapons.) appear. Takes them from a demiplane where he stores these things rather than making them from nothing. By summoning doorways, gates, windows, etc. she can open connections to this place. She does not actually have any additional power in this realm, but she has set up a number of sets with mechanisms and effects easily triggered by her powers designed to give that impression

Can alter reality in simple and mundane ways. When something is already likely to happen he can make it happen, if he is fighting his opponent in a thunderstorm, then he could make lightning strike them. She also floats everywhere. Because of his unique anatomy, if someone was to disrupt his levitation, he would be in pretty hot water. Unable to do basically anything but roll (very uncomfortably, her nucleus is not meant to touch the ground) and use her abilities to impact her environment. Because his hands are not attached, he couldn't even crawl.

Additional info:
Hands: His hands are hollow, like empty gloves. He's got three of 'em, but one is almost always carrying the Mic.
Wheel: The symbols on it change depending on her mood and what she is trying to convey. It also rotates for emphasis. It is the locus of her power, if it was damaged, who knows what might happen...
Mic: The microphone gives him his voice, him having no mouth, and if it is lost or removed he is unable to talk.
Nucleus: Her nucleus (the little ball with the eye in the middle) is the closest thing she has to a body or head. If you wanted to really hurt or kill her, you would want to aim for it.

Ru-Let is an Archon, a former angel that has attained godhood in her own right. She was one of the goddess Fortuna's first servants, and though she is now a strong independent Archon who don't need no god, she misses her old boss/mom. Perhaps her throne would be a good memento...
After all, what better to replace Fate than Luck?
