Venus was a popular Bard (musician/adventurer where she's from) 20-30 years ago, until her life was cut tragically short when her band made some nasty enemies. Now her ghost wanders the world searching for the family she left behind.

She has a very jovial and fun-loving personality despite her tragic past, even in death. Her peppiness often makes her look pretty naïve, but has shown a clever side when she's forced to take things seriously.

Venus was a dragon in life, and where she's from dragons are born with specific magical abilities. In V's case, she can manipulate light. This can manifest as beams or even hard-light weapons of her own design. Naturally, the light she usually forms comes in neon colors.

Being a ghost, Venus can also do the sorts of things you'd expect a ghost to do. Phasing through walls, going intangible, etc.
