Mr. Creamy is only a recent phenomenon. The best description of what he "is" is a glitch. The world messed up, he, and the current state of the Will O' The Wisp Boardwalk are the result.
Something messed up bad.
-Now his territory is a hotspot for spacial anomalies, and intense danger. Mr. Creamy doesn't seem to like visitors. He is intangible (He IS a ghost), but his "touch" can cause real world glitches in reality. They're more permanent on inanimate matter, and can be generally temporary on larger living things. His touch has been described being like a vicious electrical shock. Prolonged exposure is very bad. Trying to "touch" him in general is a terrible idea. He also has been seen to cause electricity to manifest.
-Also he has a good level of control of electronic and mechanical objects. Those are also a bad thing to have around him.
-General ghost weaknesses apply. He cannot cross a line of salt. Rock salt can deter him. You might have decent luck with a spirit medium (No one has tried.)
-All and all, he is intensely dangerous and should be avoided at all costs.
-It's an entire shame that the boardwalk is a fantastic place to get rid of people, and is loaded with valuables as few people are successful in looting them.
-He used to show up outside of Will O' The Wisp driving an Ice Cream truck until very recently. People weren't entirely upset.
-There is a rumor that the boardwalk is littered with passages to other parts of the world where you can enter and sometimes leave through. There is no evidence at this time supporting it.
