Mandrake has a mustache that acts as a second pair of arms/hands; it seems to have corrupted his mind. It makes him think think he's a cliche villain from the 1920's, and he sees life as a silent film.
He has a fetish for kidnapping dames, tying them to train tracks, and driving his sweet train slowly towards them while he laughs maniacally. Although he's never succeeded... he still tries.
