Mark McCoy is an police officer for the VCPD. His first appearance was in Paddy vs Ronin. His face was deformed from Jong's scooter, since then Mark has be called "Skidmark". As his impression against the asphalt was a giant bloody skid mark.

McCoy covers all the criteria to being a VCPD officer.
He is belligerent.
Racist
Somewhat illiterate
His rage stems from an abusive childhood. Furries keep taking his father's jobs and he would come home and beat Mark. Marks fighting style is simply brute force (strong punches, kicks and suplexes). He is competing in Speed Death Tourney to regain the fear that the name McCoy instilled and to drop the moniker of "Skidmark".
